Okay, I just had a thought.

Say two students were using the Room of Requirement to have a snog or something else, but a student comes along who needs the room more. Say they're being chased by Filch or Mrs. Norris.

... What happens? Are the snoggers booted from the room? Does the kid walk in on the snoggers?

I think the kid walks in on them. It seems to me that a room is established until everyone leaves - the latecomers to the DA didn't know how to make it happen (as I recall), they just saw the door and came in since the Trio had already set it up.

The room wouldn't let them in unless they needed to see the snoggers. (Or, unless the snoggers needed to be caught!)

The room is for everybody's use, after all.

I think they walk in on the snoggers. I think you can only make a 'new room' if it's not in use at the moment.

They'd walk in, and maybe the room would change...?
