R is under 17 are admitted with an adult (the only time I've seen "R" movies is if my mom's taken me or rented it for me) NC-17 is no one under 17 admitted. This is usually avoided by cutting things out to get an R rating (i.e. American Pie had to go through four edits before it finally got an R rating)
